It has to be said that there have been some serious scams involving the sale of off plan homes in Brazil and normally I wouldn't touch one with a barge pole! In this case however the developers are my local agents, people I have done business with for years rather than Johnny come Lately's who flit from one "investment" project to the next. These people live locally and are well known in the local community and won't be going anywhere!
So what are they offering? An exclusive development right on the beach of the tropical island of Itamaraca in NE Brazil!
All 16 apartments are 3 bedroom, 2 bath, on private land wholly owned by the condominium, with security, pool, parking plus facilities
Local project aimed at the local market, with local architects, developers, builders and management.
Available now to international investors off-plan (pre-construction)
International airport one hour away, with daily flights to the USA and Europe
Local facilities include yacht club, hospital, police, supermarkets, pharmacies, restaurants, bars, taxis, etc
This has all the requirements for a perfect investment in Brazil...location...price...size...design, combined with huge potential
When I was first approached about the project this is what my local colleagues said;
It appears to me there are two ways people sell off-plan in Brazil. The first is the way that millions of Brazilians, and some foreigners, buy every year (this is by far the most popular way to buy a new residential or holiday home), and the other is the foreign based companies that just target foreigners.
The first involves the Brazilian development company in huge amounts of paperwork and bureaucracy, and substantial cost, all designed to protect the buyer. I can send a list in Portuguese, but briefly this includes:
proof of full ownership of the property, history of owners, etc
proof of all taxes paid, no liens, attachments, etc
all plans have been signed off by engineers, surveyors, fire water & sewerage authorities, etc
all plans have been approved by local, state and federal authorities as required developers have to prove 'suitability' -
certifications for the company & all directors re. financial records, criminal reports, tax situation, etc
construction plans approved, sizes, etc, etc
full declaration of specific construction details, finishes, costings, decor, etc
completed land study and reports
completed environmental study and reports
sample condo docs
...plus lots more, which obviously a company will not pay for unless they have every intention of proceeding. All these have to be bound into one very large report, that has to be registered at the local notary for the public to view, called a 'memorial de incorporacao'.
Unfortunately the second method involves a foreign company having some fancy artwork prepared, without any of the above, then receiving deposits and perhaps moving forward, but more often than not running with the money. All they often do is find a nice piece of land, never mind with planning permission, and initially may not even own it! This is not us!
So you are dealing with real people providing a stunning opportunity in a beautiful location.
Built sizes range from 72 m2 (775 ft2) to 92 m2 (990 ft2)
All have at least 1 private parking space.
